in logic design, if were going to use o2 gate and 04 gate, why is the circuit called flip-flop?

Basic "flip-flop" logic toggles Q and Q-bar to switch between states (logic High or logic Low). Only one need even be used depending on the use of pos. and/or neg. logic.
The band change button on your car radio is a momentary button that toggles a computer port to the next state. Example would be on simple change from AM to FM, though multiple FM bands (F1,F2,etc.) works the same way. The "flip-flop" sets up a series of "H's" and "L's" and things happen. They can be configured from "one-shot" to timed or "clocked" pulse-trains. That is what the buttons on your TV remote do.
