the thing is they been having a flip flop relationship. they don't see each other mush either. i think they are going to break up again soon. its not that i want them to break up but i don't know.

You shouldn't interfere with their relationship because it could ruin you and your best friend's friendship.
But if they break up, maybe just talk to her, but definitely don't just jump into a relationship with her if you have the chance.
