Flip Flops Ribbon

What to wear for this occasion???
I am going to a memorial benefit, honoring a friend of mine who was killed serving in the Marines in Iraq. It is at a seafood restaurant, at lunch time on a Saturday, and the ticket includes two drink tickets for alcohol. It has been several months since my friend died, and this benefit is to raise money for his son. This all makes me think it's kind of casual, like dressy jeans and a nice top. But I would be mortified to show up more casual than everyone else. Should I just call the restaurant manager and ask? I was thinking of wearing a knee length khaki skirt with a black tunic top and Black Flip Flops that are kind of dressy (for flip flops; they're velvet). I also have a brown strapless dress with aqua flowers on it, with an aqua ribbon at the waist, but this seems a little "prommy" for a memorial benefit. ADVICE PLEASE!!!!
i would wear a long black flouncy top and dark dark blue jeans also that aqua ribbon would be nice tied over the shrit around the waist respectful comfy and sorta dressy
